That is a fulvous harp ground beetle.  It is a beneficial insect for plants as it preys on aphids and caterpillars.  Here’s how you can deal with them:

Prevention and Exclusion

Seal cracks: Caulk gaps around doors, windows, and foundation penetrations using exterior sealant.

Modify lighting: Switch bright white exterior lights to yellow bug bulbs, as white light attracts them at night.

Clear borders: Create a clean perimeter by removing heavy mulch, leaves, and dense vegetation directly against the house foundation. [1, 2]

Indoor and Outdoor Treatments

Diatomaceous earth: Sprinkle along baseboards, entryways, and window sills to dehydrate wandering bugs.  

Barrier sprays: Apply a residual outdoor perimeter insecticide or a professional along the foundation and thresholds.

Vacuum: Remove indoor stragglers quickly using a vacuum cleaner or broom.
