This is Eastern spruce gall adelgid, Adelges abietis,
an insect that feeds on the tree at the base of new buds. The tree reacts by developing the pineapple shaped galls.
Prune out dead branches. Prune off, Bag and discard any still green galls next spring, (this time of year they should all be brown, which means the insects have exited the galls).
