Identifying and Eradicating Pleioblastus auricomus #933487

This plant, which I believe to be Pleioblastus auricomus, has now made its way into my property from a neighbor's property. Can you help me confirm that it is indeed this "dwarf bamboo" and then - more importantly - point me in the direction of how to eliminate it? I'm open to both herbicidal and non-herbicidal solutions. Thank you!
