This is a waxy residue produced by an insect called Boxwood Psyllid. They can be quite common on boxwoods in the spring, but despite the eyesore they can cause, usually no serious damage is done to the shrub and they can be ignored or blasted off the plant (though that won't get all of them) with a strong spray of plain water.
