Ailing Laurel..? #927633

My mature and normally robust laurel has started to show a lot of yellow and brown leaves, and the branches are covered with powdery fungusy-looking white specs. I sprayed with Neem oil when the specs first appeared, but they have come back, and now the brown leaves have started to appear. The shrub has been in the same well-drained, sun/shade location for the ten years we have lived here and has always been healthy. Do I have a problem? Thank you, Jim
